Abstract
This document is prepared as a part of the Best and Most Promising Practices component of the National Evaluation of the Enforcing Underage Drinking Laws (EUDL) program, which is being conducted Wake Forest University School of Medicine. It is an evaluation report submitted to the Office of Juvenile Justice and Delinquency Prevention (OJJDP), U.S. Department of Justice. This report has not been published by OJJDP. Opinions or points of view expressed are those of the authors and do not necessarily reflect the official position or policies of OJJDP. Preparation of this report was supported by Grant 98-AH-F8-0101 (S-2) from the Office of Juvenile Justice and Alcohol consumption by youth under 21 years of age continues to be a significant public health problem in the United States. The results of the Youth Risk Behavior Survey which is conducted every two years indicate no change in the percentage of high school students reporting alcohol consumption during the previous 30 days from 1991 to 1999 (CDC, 2001).
