Abstract
Abstract—We review the concept and the principal features of scalable video coding with particular emphasis on the current standardization effort and benefits for applications. We discuss the requirements that motivated the development of this technology and the recent research breakthroughs that enable highly efficient and flexible distribution of video in heterogeneous networks. The above-mentioned requirements and technical progress have led to the joint effort of ISO/IEC and ITU-T to develop the new Scalable Video Coding standard, which is currently being finalized and the development of which we outline. We also discuss the advantages of scalable video coding in some selected application areas and related implementation and deployment issues. I.
