Abstract
This paper -- a product of the Poverty and Human Resources Division, Policy Research Department -- is part of a larger effort in the department to better understand the economic and political factors that can make poor people vulnerable to aggregate shocks. Copies of the paper are available free from the World Bank, 1818 H Street NW, Washington, DC 20433. Please contact Andrea Ramirez, room N8-036, telephone 202-458-5734, fax 202-522-1153, Internet address mravallion@woridbank.org. December 1996. (51 pages) The Policy Research Working Paper Series disseminates the findings of work in progress to encourage the exchange of ideas about development issues. An objective of the series is to get the findings out quickly, even if the presentations are less than fully polished. The papers carry the names of the authors and should be cited accordingly. The findings, interpretations, and conclusions expressed in this paper are entirely those o f the author. They do not necessarily represent the view of the World Bank, its Executive Directors, or the countries they represent
