This paper presents a case study of accessibility evaluation which reports the main drawbacks concerning the accessibility of Web sites of French and Belgium local administrations. We measure the accessibility of information published on Web pages, acceptance of standards of accessibility (i.e. W3C's WAI) and availability of services provided on-line. Our results allow the identification of the most frequent accessibility problems on these Web sites and measure the maturity concerning the accessibility by local administrations in France and Belgium. A paradox has been observed whereby web site usability is proven to be an essential element in a web site, yet at the same time there exist an abundance of web pages with poor usability. This discrepancy is the result of limitations that are currently preventing web developers in the commercial sector from producing usable web sites. In this paper we propose a framework whose objective is to alleviate this problem by automating certain aspects of the usability evaluation process. Mainstreaming comes as a result of automation, therefore enabling a non-expert in the field of usability to conduct the evaluation. This results in reducing the costs associated with such evaluation. Additionally, the framework allows the flexibility of adding, modifying or deleting guidelines without altering the code that references them since the guidelines and the code are two separate components. A comparison of the evaluation results carried out using the framework against published evaluations of web sites carried out by web site usability professionals reveals that the framework is able to automatically identify the majority of usability violations. Due to the consistency with which it evaluates, it identified additional guideline-related violations that were not identified by the human evaluators.

Abstract. More and more accessibility and usability guidelines are being proposed, especially for Web applications. Developers and designers are experiencing an increasing need for tools able to provide them with flexible support in selecting, editing, handling and checking guidelines. In this paper, we present an environment for addressing such issues. In particular, an interactive editor has been designed to assist designers and evaluators in abstracting and specifying new and existing guidelines in an XML-based Guideline Abstraction Language (GAL). Our tool has been designed in such a way to be able to check any guidelines specified in this language without requiring further changes in the tool implementation.

This work addresses the question of supporting web designers in considering usability in their work in order to foster user-centered design of web sites. With the MetroWeb tool that is described in this paper, designers can access usability guidelines contained in usability knowledge bases, and use them to design a particular web site based on these usability guidelines. MetroWeb consists of a Java-based application helping usability experts to gather usability guidelines coming from different sources and to organize them in a structured way. It then provides designers with guidance in using these guidelines according to a semantic network of concepts structured around the notion of guideline, such as ergonomic criteria, development phase, bibliographic reference, type of web site, type of web page, etc. A first experiment was conducted with professional web designers in order to evaluate their appreciation of the MetroWeb tool. They had to create two web pages with or without the support of MetroWeb. The main results showed that designers using MetroWeb took into account more usability guidelines and made web pages with less usability errors than designers without MetroWeb. 1.
