Abstract: Twenty percent of the world population, or 1.2 billion live on less than $1 per day; 70 % of these are rural and 90 % in Asia and Sub-Saharan Africa. Research led technological change in agriculture generates sufficient productivity growth to give high rates of return in Africa and Asia and has a substantial impact on poverty, currently reducing this number by 25 million per annum, whereas productivity growth in industry and services has no impact. The per capita cost of poverty reduction by means of research expenditures is about $180, or 50 cents per day, but this is covered by output growth. By contrast, the per capita cost for the richer countries of Latin America is over $20,000.

While the research effort is geared to the precise objective of contributing to the reduction of hunger and malnutrition, the factors involved are many and wideranging, requiring analysis of underlying processes and extending beyond a narrowly defined food sector. The Institute’s research program reflects worldwide collaboration with governments and private and public institutions interested in increasing food production and improving the equity of its distribution. Research results are disseminated to policymakers, opinion formers, administrators, policy analysts, researchers, and others concerned with national and international food and agricultural policy. About IFPRI Food Security in Practice series The Food Security in Practice technical guide series is designed for development practitioners. The guides are based on IFPRI research and enable project personnel in the field to take research from analysis to action. Watershed conservation is widely recognized as a major strategy for rural development throughout the developing world. In India, the apparent success of participatory approaches to watershed development resulted in a decentralization of project planning, implementation, and management to local communities at the village scale. We explore the effectiveness of this so-called community-based approach in achieving sustainable soil and water conservation in four semi-arid regions in India, and analyze what factors explain project success. We confirm the result of earlier studies that participatory approaches are more effective in establishing soil and water conservation in the short run. However, our main result is that investments in community organization fail to ensure household commitment to maintenance in the longer term. Without better returns to investment in soil and water conservation and without local institutions to coordinate investment in the long run, the sustainability of participatory watershed management is seriously threatened.

How outreach research has been passed through due course of time in Nepal is put forth. A model of linkages of outreach research in relation to technology dissemination as a liaison between research and extension in the Nepalese context has been shown in a broad perspective. Similarly, how technology is delivered from research station to farmers ' fled in a participatory approach involving public-private-partnership through research-extension interphase is mentioned. Also, the relation of outreach research with extension from district to central level is illustrated. There is clear message that why technology generation do not tailor with the demand of client and every concerned institute should dare to accept pros and cons of agro-technology cycle to enhance agriculture and productivity to meet the food security of Nepalese people. This paper explains the limitation and opportunities of agriculture research and development which are not getting priority in a way these should be considered to take pace with present day demand.

Abstract. The paper has generated Food Security Index as a composite index of its three component indexes and analyzed spatio-temporal variation in food security at block level in Vaishali district of a backward state in India during 2000-03 and 2007-10. FSI identified not only the blocks requiring immediate attention but also the specific priority areas in which the efforts could be focused to attain long term sustainability of food security. The composite FSI using time series data could help in identifying the priority components and analyzing the progress of development interventions over a period of time aimed at sustainable food security.
