webtrain.com) project team of companies and institutions will provide training for employees in German public administration. During the training consisting of individual as well as of collaborative learning units the employees are part of a learning community and at the end they have the opportunity to join a community of practice. The development in technology enables collaborative learning on the web, so advantages in motivation and possibilities in group memory can be used. Training will support the employees to be successful for changes in public administration. E-government calls for knowledge about information management, new public management, controlling and accounting. All these learning modules must be offered in a motivating, situated and problem-oriented way. Therefore we need a didactic concept, technology and proper management. During and after this training for employees working in waste management companies situated at the Ruhrgebiet the success factors will be evaluated.
