Regional input-output tables are usually not constructed from survey data but are estimated using nonsurvey regionalization methods, which saves time and money. However, traditional regionalization methods ignore cross-hauling (the simultaneous exporting and importing of one and the same type of product). This flaw results in an underestimation of trade and an overestimation of regional output multipliers. This article presents a new approach based on an estimate of product heterogeneity, which addresses the problem of cross-hauling and is applicable to European System of Accounts tables with indirectly allocated imports. Its application is illustrated by the estimation of a regional input-output table for North Rhine–Westphalia, one of Germany’s federal states. The results are compared to the traditional commodity bal-ance approach, indicating that the new method suffers far less from the underestima-tion of trade and the overestimation of multipliers.

Working Papers describe research in progress by the author(s) and are published to elicit comments and to further debate. The treatment of license payments in the national accounts has become increasingly important in recent years; with mobile phone licenses being auctioned for substantial values in several countries. Because the text of the System of National Accounts 1993 does not provide specific guidance on these licenses, their treatment needs to be decided on general principles. This paper concludes that there are usually two assets involved with mobile phone licenses, namely, the spectrum which is owned by the government, and the license which is an intangible nonproduced asset sold by the government to the licenseholder. The values of these two assets are linked complementarily. Alternative treatments of recording the license payments as sale of the spectrum itself, other taxes on production, production of a service, or rent, are considered and rejected. Methods of amortization of the license over its life are considered. An annex raises issues concerning the recognition of rights and obligations as

Final consumption expenditures represent a significant part of gross domestic product. Since 1990, estimation of final consumption expenditures has been based on European System of Accounts 1995 (ESA 1995). For long-term analyses, it is important to have consistent time series. The aim of this paper is the estimation of consumption expenditures of all sectors with the accent on final household consumption expenditures in line with ESA 1995 broken down by COICOP classification (12 digits) from the year 1970. This is achieved with the estimation of historical time series of GDP constructed by the Department of Economic Statistics (University of Economics in Prague) in 2012. Our results show that more issues notably changed in the households ’ behavior between the years 1970 and 2012. This paper introduces the results and the methodology as well. Abstract. Regional input-output (IO) tables form a consistent and well-founded method for regional analysis. However, there is an increasing interest to construct regional IO tables using the so-called supply and use (S&U) framework. In constructing S&U tables less assumptions are needed than in 'traditional ' IO tables. In this paper we present the current project to compile regional IO tables in Finland using S&U framework. The regionalisation is carried out using basically either top-down or bottom-up methods. Both of these are examined in the paper in the context of regional S&U tables. Also the methods to estimate regional trade-flows are discussed. In addition to these theoretical and methodological presentations, the paper also gives an overview of the actual work carried out in the regionalisation of S&U tables at Statistics Finland.
