Table 3.2: Heat deliveries from all Swedish district-heating systems to di erent categories of consumers in 1988: blocks and individual houses are higher. That is because people spend more time at home when they are not working. The corresponding is also obvious in the daily pattern. At apartment blocks and individual houses the consumption increases when people are coming home from work about four o apos;clock in the afternoon. At night, when people are sleeping, the heat demand is low. To operate a district-heating system in an optimal way it is necessary to have a good prediction of the future heat demand. Given that we know the future weather, i.e. outdoor temperature, wind speed and hours with sunshine, it is possible to compute a very good prediction using the consumers demand curves, i.e. the yearly, weekly and daily patterns. As a consequence, it is the accuracy of the weather forecast which limits the quality of the optimized production schedule.

As a result, we primarily reviewed energy efficiency measures for buildings that are connected to the district heating systems. A summary of recommendations [107-114] for reducing heat consumption in buildings con- nected to the district heating systems and classification of these measures [115] allowed us to define energy efficiency measures for the budget buildings of Ukraine ( Table2 ). "... In PAGE 3: ... School projects have been particularly profitable for ESCOs, as have been the few district heating system projects implemented with performance contracts (Diduskova, 1997; Marousek, 2000).
