On McMillan’s theorem about uniquely decipherable codes

by Stephan Foldes , 2008
"... Karush’s proof of McMillan’s theorem is recast as an argument involving polynomials with non-commuting indeterminates certain evaluations of which yield the Kraft sums of codes, proving a strengthened version of McMillan’s theorem. Let len: A ∗ − → N be the length function on the free monoid of all ..."

to the submonoid C = con[C ∗ ] of A ∗ freely generated by C. Denoting by r the number of elements of the alphabet A, the Kraft sum K(C) of any finite C ⊆ A ∗ is defined as ∑ x∈C r−len(x). In [M] McMillan showed that if C is a uniquely decipherable code, then its Kraft sum is at most 1. The proof usually given

A note on Hempel-McMillan coverings of 3-manifolds

by Wolfgang Heil , 2005

Motivated by the concept of A-category of a manifold introduced by Clapp and Puppe, we give a different proof of a (slightly generalized) Theorem of Hempel and McMillan: If M is a closed 3-manifold that is a union of three open punctured balls then M is a connected sum of S 3 and S 2-bundles over S ..."

expressed are solely those of the authors. (in press) ii In the 1990s, devolution of authority from federal to states and local governmental institutions in the administration of social welfare policies, programs, and services is seen as an answer to alleviating poverty among low-income families with children. To this effect, the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 has granted an option to tribal governments to administer their own Temporary Assistance for Needy Families (TANF) services. In this article we provide findings from early experience of tribes within Arizona in their attempt to self-administer TANF services. We collected and analyzed data from multiple sources, including a review of documents provided by the state and tribal members, in-depth telephone interviews with service providers on 15 of the 21 reservations, and site visits to four reservations at which we conducted group interviews with state and tribal social

Pole Placement by Static Output Feedback for Generic Linear Systems
