Clean Air Asia supports the German International Cooperation (GIZ) in carrying out the regional project, ‘Clean Air for Smaller Cities in the ASEAN Region’1, which aims to improve air quality for small- and medium-sized cities in the region. The project is supported by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented in coordination with the ASEAN Secretariat. The CASC project also envisions institutionalizing capacity building for air quality management in smaller cities in the region, with the following indicators: 1. Air quality management policies in selected smaller cities in Southeast Asia have been developed and adopted; 2. A regional training system for air quality management in smaller cities has been established and a sustainability plan has been developed; and 3. A technical support mechanism at national and regional levels for air quality management in smaller cities has been established and is operational. Within the purview of (2) above, GIZ has developed a standardized modular training system, ‘Train for Clean Air ’ (T4CA), comprised of five (5) courses catering to high-level decision-makers, technical staff from cities, researchers from the academe, and members of civil society groups and the media to expand their

The Factor II (Prothrombin) G20210A assay allows the detection and genotyping of a single point mutation (G to A at position 20210) of the human Factor II gene from DNA isolated from human whole peripheral blood. The test is performed on the LightCycler instrument utilizing polymerase chain reaction (PCR) for the amplification of Factor II DNA recovered from clinical specimens and fluorogenic target-specific hybridization for the detection and genotyping of the amplified Factor II DNA. Detection and genotyping of the Factor II (Prothrombin) G20210A mutation aids in the evaluation of patients with suspected thrombophilia. Inherited thrombophilia predispose an individual to thrombotic events such as venous thrombosis, the third most common cardiovascular disease. Activated protein C (APC) resistance is regarded as the most prevalent coagulation abnormality associated with venous thrombosis. Patients testing positive for APC resistance or the Factor V Leiden mutation should be considered for molecular genetic testing for the other most common thrombophilias with overlapping phenotype, for which testing is available at present [i.e., the Factor II (Prothrombin) G20210A variant]. The Factor II 20210A mutation is present in 1-2 % of the general population and its involvement in venous thromboembolism is well established.

This is intended to be a brief summary and should be a stand alone document. Please limit the abstract to no more than two pages.) Problem/Condition: Each year, approximately 300,000 persons in the United States experience an out-of-hospital cardiac arrest (OHCA); approximately 92 % of persons who experience an OHCA event die. An OHCA is defined as cessation of cardiac mechanical activity that occurs outside of the hospital setting and is confirmed by the absence of signs of circulation. Whereas an OHCA can occur from noncardiac causes (i.e., trauma, drowning, overdose, asphyxia, electrocution, primary respiratory arrests, and other noncardiac etiologies), the majority (70%– 85%) of such events have a cardiac cause. The majority of persons who experience an OHCA event, irrespective of etiology, do not receive bystander-assisted cardiopulmonary resuscitation (CPR) or other timely interventions that are known to improve the likelihood of survival to hospital discharge (e.g., defibrillation). Because nearly half of cardiac arrest events are witnessed, efforts to increase survival rates should focus on timely and effective delivery of interventions by bystanders and emergency medical services (EMS) personnel. The humanitarian situation in oPt has been characterized by the international community as a protection crisis with serious and negative humanitarian consequences. In light of that, efforts to improve the humanitarian situation and the protection of civilians in oPt must be informed by and based on a thorough legal analysis, that can inform policy and decision-making at different levels, as well as reporting and advocacy. In order to further strengthen its work, as well as that of the Humanitarian Country Team, OCHA is looking for consultant, on a temporary basis, to assist with legal research and advice, based on international human rights and humanitarian law. Deliverables: Under the supervision of the Head of the Protection Unit and the Deputy Head of Office, the consultant will be responsible for legal research and analysis and the provision of legal recommendations to OCHA and the HCT. More specifically this will include the following deliverables: � Conduct legal research and analysis, based on international human rights and humanitarian law, of a range of protection-related topics identified by OCHA and the Humanitarian Country Team. � Provide concrete legal recommendations to support policy and decision-making in identified areas. � Draft and finalize standardized legal language (boilerplate) on selected topics for use in reporting and advocacy by OCHA and the Humanitarian Country Team. Required Qualifications Education: Advanced education in international law, preferably both human rights and humanitarian law, or a related field. Experience: At least 5 years of experience of humanitarian operations, with a focus on protection, human rights and/or humanitarian law. Other skills: Proven ability of researching and analysing complex legal matters and providing policy-recommendations in the context of humanitarian operations.
