The problem of desertification sits at the interface of environmental and developmental concerns. In this article, we examine the institutional relationship between desertifica-tion science and policy through focus on the United Nations Convention to Combat Desertification (UNCCD) and its subsidiary body, the Committee on Science and Technology. We argue that the UNCCD’s limited impact on fighting desertification to date may be partly attributed—among other factors—to an inadequate institutional interface between the political convention process and the scientific community. a huge body of international scientific expertise could help to further operationalize the nor-mative provisions of the convention for on-the-ground implementation; yet the institu-tional architecture for ideational interplay between the UNCCD and scientific community concerned with desertification restricts the extent to which this potential is harnessed. Decisions adopted at the most recent Conference of the Parties of the UNCCD in 2007 seek to rectify this, and although these mark an important step forward, it remains doubtful whether they are sufficient to curb the root causes of the convention’s underly-ing problems.

We specify and estimate a joint model of residential density, vehicle use, and fuel consumption that accounts for both self selection effects and missing data that are related to the endogenous variables. Our model is estimated on the California subsample of the 2001 U.S. National Household Transportation Survey (NHTS). Comparing two California households that are similar in all respects except residential density, a lower density of 1,000 housing units per square mile (roughly 40 % of the weighted sample average) implies an increase of 1,200 miles driven per year (4.8%) and 65 more gallons of fuel used per household (5.5%). This total effect of residential density on fuel usage is decomposed into two paths of influence. Increased mileage leads to a difference of 45 gallons, but there is an additional direct effect of density through lower fleet fuel economy of 20 gallons per year, a result of vehicle type choice.

In this context, our results highlight the importance of modeling asymmetric attack and defense as a conflict between “fully ” strategic actors with endogenous entry and force expenditure decisions as well as allowing for general correlation structures for force expenditures within and across the networks of targets. 2

We advance a novel choice-theoretic model of “identity ” based on the notions of categories and narratives. Identityisconceivedasamatterof“reflexive perception ” — how people understand themselves. Choosing an identity is equivalent to making a generalization about one’s past that highlights the most salient aspects of experience. When many individuals make a common choice in this regard, they embrace a collective identity which is dysfunctional if it is Pareto dominated by an alternative self-classificatory schema. Using a simple multi-stage risk sharing game, we explore conditions under which dysfunctional collective identities might be expected to emerge.

Full tariff liberalisation to 2010 would generate dynamic welfare gains of $1 200 billion (at 1995 prices), equivalent to 3 per cent of World GDP in 2010, from greater efficiency and higher productivity. Developing countries stand to gain relatively more from multilateral tariff liberalisation, with aggregate gains amounting to nearly 5 per cent of their GDP in 2010. The next WTO round will provide an opportunity for members to improve their living standards. Realising this potential, however, poses a major policy challenge to developing countries.
