this paper) it is obvious that it is not going to be able to contribute much to growth in country regressions. Human capital in MENA must have suffered form a misallocation that diverted it from employment in growth-enhancing activities. A lot of it must have stood idle, engaged in "rent-seeking" activities or -- more charitably -- engaged in activities that are not properly recorded in national income statistics (such as the running of social services). An analysis of this issue, with a view to finding ways to improve the situation if misallocations are found, requires an examination of the labor market's static efficiency.
