Abstract
This paper is based on two different studies: one study made in 1999 by the Energy Institute KULeuven, Institut Wallon and VITO for the Federal Department of the Environment and one study made in 2000 by CES-Kuleuven for the Ministry of Energy and Sustainable Development.
