Multi-vendor electronic catalogs (E-catalogs) are an increasingly important component of Internet and Intranet-based procurement solutions as they provide key support for the information-gathering procurement stage. We provide a framework to evaluate three multi-vendor E-catalog models: the "DoIt -Yourself" model, where the buying firm constructs its own E-catalog, the Third-Party E-catalog Integrator model, and the Real-Time Knowledge Discovery model, where buying firms use advanced software techniques such as agents to construct E-catalogs dynamically. We discuss how these approaches might evolve and the difficulties firms may face as they transition between states. Finally, we point out that the addition of coordination pathways can extend each of the procurement models and briefly discuss the strategic implications of these extensions. 1. Web site development is maturing from the enthusiastic experimental practice of early years to a more professional discipline, addressing the needs of Web site visitors and owner organisations. Quality is central to this maturing and it is necessary to have a full understanding of the meaning of quality in the context of the ever-changing Web. This paper identifies five new quality factors for the Web (visibility, credibility, intelligibility, engagibility and differentiation), together with their characteristics and a checklist of enablers, which can be used by specifiers, designers, developers and evaluators to create quality Web sites. 1

This paper proposes a framework for assessing knowledge management system, KMS, Success Models. The framework uses three criteria: how well the model fits actual KMS success factors, the degree to which the model has a theoretical foundation, and if the model can be used for two types of approaches to building a KMS. The framework is then applied to four KMS success models found in the literature and is determined to be a useful framework for assessing KMS success models.

Organizations require ways to efficiently distribute information such as news releases, seminar announcements, and memos. While the machinery for information storage, manipulation, and retrieval exists, research dealing directly with its distribution in an organizational context is scarce. In this paper, we address this need by first examining the pros and cons of the conventional "mailing lists" approach and then proposing new workflow mechanisms that improve the efficiency and effectiveness of information distribution through email. The proposed approach is relevant to other information distribution approaches beyond e-mail. The main contributions of this study include: (1) offering a workflow perspective on organizational information distribution; (2) analysis of workflows in two new information distribution methods based on dynamic mailing lists and profile matching, respectively; and (3) proposing a new way of matching supply and demand of information that extends existing informa...

This paper examines the implications of annotation programs, such as Annotea, for the development of the Dublin Core. Annotation programs enable multiple users, situated far apart, to comment on a Web-mounted document, even when they lack write access, through the use of annotation servers. Early indications suggest that the Dublin Core can significantly enhance the collaborative authoring process, especially if the full set of elements is used in a project that involves large numbers of users. However, the task of adapting DC elements and qualifiers for use in annotation threatens to increase the complexity of the scheme, and takes the Dublin Core far from its connections to traditional library cataloguing. The project represents an ongoing international research effort funded by the European IST research programme. An important aspect of the project is the fact that its inception and the technological platform are based on the industrial software development, the OfficeObjects Portal project, performed at Rodan Systems S.A.. The OfficeObjects Portal product is currently commercially available and boasts 6 large scale application within the first 6 months of market distribution.
