We consider the problem of routing traffic to optimize the performance of a congested network. We are given a network, a rate of traffic between each pair of nodes, and a latency function for each edge specifying the time needed to traverse the edge given its congestion; the objective is to route traffic such that the sum of all travel times—the total latency—is minimized. In many settings, it may be expensive or impossible to regulate network traffic so as to implement an optimal assignment of routes. In the absence of regulation by some central authority, we assume that each network user routes its traffic on the minimum-latency path available to it, given the network congestion caused by the other users. In general such a “selfishly motivated ” assignment of traffic to paths will not minimize the total latency; hence, this lack of regulation carries the cost of decreased network performance. In this article, we quantify the degradation in network performance due to unregulated traffic. We prove that if the latency of each edge is a linear function of its congestion, then the total latency of the routes chosen by selfish network users is at most 4/3 times the minimum possible total latency (subject to the condition that all traffic must be routed). This paper provides an elementary, non-technical, survey of auction theory, by introducing and describing some of the critical papers in the subject. (The most important of these are reproduced in a companion book, The Economic Theory of Auctions, Paul Klemperer (ed.), Edward Elgar (pub.), forthcoming.) We begin with the most fundamental concepts, and then introduce the basic analysis of optimal auctions, the revenue equivalence theorem, and marginal revenues. Subsequent sections address risk-aversion, affiliation, asymmetries, entry, collusion, multi-unit auctions, double auctions, royalties, incentive contracts, and other topics. Appendices contain technical details, some simple worked examples, and a bibliography for each section.

Task execution in multi-agent environments may require cooperation among agents. Given a set of agents and a set of tasks which they have to satisfy, we consider situations where each task should be attached to a group of agents that will perform the task. Task allocation to groups of agents is necessary when tasks cannot be performed by a single agent. However it may also be beneficial when groups perform more efficiently with respect to the single agents' performance. In this paper we present several solutions to the problem of task allocation among autonomous agents, and suggest that the agents form coalitions in order to perform tasks or improve the efficiency of their performance. We present efficient distributed algorithms with low ratio bounds and with low computational complexities. We consider the problems of societal norms for cooperation and reputation when it is possible to obtain "cheap pseudonyms", something which is becoming quite common in a wide variety of interactions on the Internet. This introduces opportunities to misbehave without paying reputational consequences. A large degree of cooperation can still emerge, through a convention in which newcomers "pay their dues" by accepting poor treatment from players who have established positive reputations. One might hope for an open society where newcomers are treated well, but there is an inherent social cost in making the spread of reputations optional. We prove that no equilibrium can sustain significantly more cooperation than the dues-paying equilibrium in a repeated random matching game with a large number of players in which players have finite lives and the ability to change their identities, and there is a small but nonvanishing probability of mistakes. In a multi-agent environment, where self-motivated agents try to pursue their own goals, cooperation cannot be taken for granted. Cooperation must be planned for and achieved through communication and negotiation. We present a logical model of the mental states of the agents based on a representation of their beliefs, desires, intentions, and goals. We present argumentation as an iterative process emerging from exchanges among agents to persuade each other and bring about a change in intentions. We look at argumentation as a mechanism for achieving cooperation and agreements. Using categories identified from human multi-agent negotiation, we demonstrate how the logic can be used to specify argument formulation and evaluation. We also illustrate how the developed logic can be used to describe different types of agents. We use simple learning models to track the behavior observed in experiments concerning three extensive form games with similar perfect equilibria. In only two of the games does observed behavior approach the perfect equilibrium as players gain experience. We examine a family of learning models which possess some of the robust properties of learning noted in the psychology literature. The intermediate term predictions of these models track well the observed behavior in all three games, even though the models considered differ in their very long term predictions. We argue that for predicting observed behavior the intermediate term predictions of dynamic learning models may be even more important than their asymptotic properties.

This paper analyzes coalitions among self-interested agents that need to solve combinatorial optimization problems to operate e ciently in the world. By colluding (coordinating their actions by solving a joint optimization prob-lem) the agents can sometimes save costs compared to operating individually. A model of bounded rationality is adopted where computation resources are costly. It is not worthwhile solving the problems optimally: solution quality is decision-theoretically traded o against computation cost. A normative, application- and protocol-independent theory of coalitions among bounded-rational agents is devised. The optimal coalition structure and its stability are signi cantly a ected by the agents ' algorithms ' performance pro les and the cost of computation. This relationship is rst analyzed theoretically. Then a domain classi cation including rational and bounded-rational agents is in-troduced. Experimental results are presented in vehicle routing with real data from ve dispatch centers. This problem is NP-complete and the instances are so large that|with current technology|any agent's rationality is bounded by computational complexity. 1

A major challenge in operation of wireless communications systems is the efficient use of radio resources. One important component of radio resource management is power control, which has been studied extensively in the context of voice communications. With increasing demand for wireless data services, it is necessary to establish power control algorithms for information sources other than voice. We present a power control solution for wireless data in the analytical setting of a game theoretic framework. In this context, the quality of service (QoS) a wireless terminal receives is referred to as the utility and distributed power control is a non-cooperative power control game where users maximize their utility. The outcome of the game results in a Nash equilibrium that is ine#cient. We introduce pricing of transmit powers in order to obtain Pareto improvement of the non-cooperative power control game, i.e. to obtain improvements in user utilities relative to the case with no pricing. Specifically, we consider a pricing function that is a linear function of the transmit power. The simplicity of the pricing function allows a distributed implementation where the price can be broadcast by the base station to all the terminals. We see that pricing is especially helpful in a heavily loaded system.
