I/Browse: The Bellcore Video Library Toolkit is a set of tools for constructing and browsing libraries of digital video. The toolkit is designed to work with video libraries on local or network disks, CD-ROMs or a multimedia server. There are three main components, a preprocessor, a tagger, and a browser. Particular attention is focused on the tools and techniques we have developed to rapidly tag videos. The tagging system allows text fields, type information, and other resources to be associated with frames in the video. The tags are further organized into a hierarchical `table of contents', which is suitable for browsing and searching. 1.
