It is widely assumed that human learning and the structure of human languages are intimately related. This relationship is frequently suggested to be rooted in a language-specific biological endowment, which encodes universal, but arbitrary, principles of language structure (a universal grammar or UG). How might such a UG have evolved? We argue that UG could not have arisen either by biological adaptation or non-adaptationist genetic processes. The resulting puzzle concerning the origin of UG we call the logical problem of language evolution. Because the processes of language change are much more rapid than processes of genetic change, language constitutes a “moving target ” both over time and across different human populations, and hence cannot provide a stable environment to which UG genes could have adapted. We conclude that a biologically determined UG is not evolutionarily viable. Instead, the original motivation for UG—the mesh between learners and languages—arises because language has been shaped to fit the human brain, rather than vice versa. Following Darwin, we view language itself as a complex and interdependent “organism, ” which evolves under selectional pressures from human learning and processing mechanisms. That is, languages are themselves undergoing severe selectional pressure from each generation of language users and learners. This suggests that apparently arbitrary aspects of linguistic structure may result from general learning and processing biases, independent of language. We illustrate how this framework can integrate evidence from different literatures and methodologies to explain core linguistic phenomena, including binding constraints, word order universals, and diachronic language change. 1.

What are the brain and cognitive systems that allow humans to play baseball, compute square roots, cook soufflés, or navigate the Tokyo subways? It may seem that studies of human infants and of non-human animals will tell us little about these abilities, because only educated, enculturated human adults engage in organized games, formal mathematics, gourmet cooking, or map-reading. In this chapter, we argue against this seemingly sensible conclusion. When human adults exhibit complex, uniquely human, culture-specific skills, they draw on a set of psychological and neural mechanisms with two distinctive properties: they evolved before humanity and thus are shared with other animals, and they emerge early in human development and thus are common to infants, children, and adults. These core knowledge systems form the building blocks for uniquely human skills. Without them we wouldn’t be able to learn about different kinds of games, mathematics, cooking, or maps. To understand what is special about human intelligence, therefore, we must study both the core knowledge systems on which it rests and the mechanisms by which these systems are orchestrated to permit new kinds of concepts and cognitive processes. I leave it as an open empirical question whether some other part of core systems, not explored here, represents biological information (see chapters by Keil and by Carey, this volume). The central part of the theory of cognitive development deals with core cognitive architecture---it characterises those properties of the information processing system that provide the basis for development, as opposed to those properties that are the result of development. For example, in classical associationism core cognition is assumed to consist purely of statistical associative processing over elementary "sensations". In other views, core architecture is assumed to have a more varied componential character. This article discusses the possible homologies between the human language networks and comparable auditory projection systems in the macaque brain, in an attempt to reconcile two existing views on language evolution: one that emphasizes hand control and gestures, and the other that emphasizes auditory–vocal mechanisms. The capacity for language is based on relatively well defined neural substrates whose rudiments have been traced in the non-human primate brain. At its core, this circuit constitutes an auditory–vocal sensorimotor circuit with two main components, a “ventral pathway ” connecting anterior auditory regions with anterior ventrolateral prefrontal areas, and a “dorsal pathway ” connecting auditory areas with parietal areas and with posterior ventrolateral prefrontal areas via the arcuate fasciculus and the superior longitudinal fasciculus. In humans, the dorsal circuit is especially important for phonological processing and phonological working memory, capacities that are critical for language acquisition and for complex syntax processing. In the macaque, the homolog of the dorsal circuit overlaps with an inferior parietal–premotor network for hand and gesture selection that is under voluntary control, while vocalizations are largely fixed and involuntary.
