Objective methods for assessing perceptual image quality have traditionally attempted to quantify the visibility of errors between a distorted image and a reference image using a variety of known properties of the human visual system. Under the assumption that human visual perception is highly adapted for extracting structural information from a scene, we introduce an alternative framework for quality assessment based on the degradation of structural information. As a specific example of this concept, we develop a Structural Similarity Index and demonstrate its promise through a set of intuitive examples, as well as comparison to both subjective ratings and state-of-the-art objective methods on a database of images compressed with JPEG and JPEG2000.

With the increasing use of multimedia technologies, image compression requires higher performance as well as new features. To address this need in the specific area of still image encoding, a new standard is currently being developed, the JPEC2000. It is not only intended to provide rate-distortion and subjective image quality performance superior to existing standards, but also to provide features and functionalities that current standards can either not address efficiently or in many cases cannot address at all. Lossless and lossy compression, embedded lossy to lossless coding, progressive transmission by pixel accuracy and by resolution, robustness to the presence of bit-errors and region-of-interest coding, are some representative features. It is interesting to note that JPEG2000 is being designed to address the requirements of a diversity of applications, e.g. Internet, color facsimile, printing, scanning, digital photography, remote sensing, mobile applications, medical imagery, digital library and E-commerce.

The development of standards (emerging and established) by the International Organization for Standardization (ISO), the International Telecommunications Union (ITU), and the International Electrotechnical Commission (IEC) for audio, image, and video, for both transmission and storage, has led to worldwide activity in developing hardware and software systems and products applicable to a number of diverse disciplines [7], [22], [23], [55], [56], [73]. Although the standards implicitly address the basic encoding operations, there is freedom and flexibility in the actual design and development of devices. This is because only the syntax and semantics of the bit stream for decoding are specified by standards, their main objective being the compatibility and interoperability among the systems (hardware/software) manufactured by different companies. There is, thus, much room for innovation and ingenuity. Since the mid 1980s, members from both the ITU and the ISO have been working together to establish a joint international standard for the compression of grayscale and color still images. Objective image and video quality measures play important roles in a variety of image and video processing applications, such as compression, communication, printing, analysis, registration, restoration, enhancement and watermarking. Most proposed quality assessment approaches in the literature are error sensitivity-based methods. In this paper, we follow a new philosophy in designing image and video quality metrics, which uses structural distortion as an estimate of perceived visual distortion. A computationally e#cient approach is developed for full-reference (FR) video quality assessment. The algorithm is tested on the video quality experts group (VQEG) Phase I FR-TV test data set.

Under the assumption that human visual perception is highly adapted for extracting structural information from a scene, we introduce an alternative complementary framework for quality assessment based on the degradation of structural information. As a specific example of this concept, we develop a Structural Similarity Index and demonstrate its promise through a set of intuitive examples, as well as comparison to both subjective ratings and state-of-the-art objective methods on a database of images compressed with JPEG and JPEG2000. In 1996, the JPEGcommittee began to investigate possibilities for a new still image compression standard to serve current and future applications. This initiative, which was named JPEG2000, has resulted in a comprehensive standard (ISO 154447ITU-T Recommendation T.800) that is being issued in six parts. Part 1, in the same vein as the JPEG baseline system, is aimed at minimal complexity and maximal interchange and was issued as an International Standard at the end of 2000. Parts 2–6 define extensions to both the compression technology and the file format and are currently in various stages of development. In this paper, a technical description of Part 1 of the JPEG2000 standard is provided, and the rationale behind the selected technologies is explained. We propose a novel multipurpose watermarking scheme, in which robust and fragile watermarks are simultaneously embedded, for copyright protection and content authentication. By quantizing a host image's wavelet coefficients as masking threshold units (MTUs), two complementary watermarks are embedded using cocktail watermarking and they can be blindly extracted without access to the host image. For the purpose of image protection, the new scheme guarantees that, no matter what kind of attack is encountered, at least one watermark can survive well. On the other hand, for the purpose of image authentication, our approach can locate the part of the image that has been changed and tolerate some incidental processes that have been executed. Experimental results show that the performance of our multipurpose watermarking scheme is indeed superb in terms of robustness and fragility.
